The New York City Department of Transportation Fleet Services is charged with the responsibility of insuring that on a daily basis, 2,700 vehicles are able to support all the agency's programs in a safe and efficient manner. Fleet Services operates repair facilities located in all boroughs except Manhattan.
Their fleet is one of the largest and most diverse fleets among city agencies. It includes nearly 1,000 construction vehicles that are used in paving the city's roadways, the maintenance of its bridges and the care of its transportation infrastructure.
This construction fleet includes hundreds of dump trucks, tractor-trailers, sweepers, pay loaders, aerial platform trucks, pavement rollers, and pavers and milling machines. It also includes one of a kind vehicles designed to do specific jobs such as cranes, guide rail, sewer cleaning, under bridge inspection and A/C distributor trucks as well as the Nightliner thermoplastic marking truck. In addition, the agency has a fleet of 1,200 sedans, vans, pickup trucks and other light duty vehicles.
To insure that the agency can provide all of these vehicles on a daily basis, Fleet Services has a staff of 166 employees, ¾ of which are involved directly in the maintenance of the fleet. More specifically, there are 91 mechanics, 30 auto service workers, 2 welders, 2 blacksmiths, 2 rubber tire repairers and 1 auto body worker. Stock workers, supervisors and clerical employees round out the staff. This staffing basically gives them one mechanic for every 29 vehicles.
Fleet Services funds dozens of parts contracts with vendors large and small and OEM. Parts are centrally purchased and received, then distributed to all repair locations by a single daily parts run. Their entire process of parts ordering and receipt is now electronic to help speed the delivery of parts to the repair facility. The number of vehicles that are down awaiting parts is monitored on a daily basis.
With a 2 year trend in reducing downtime, Fleet Services achieves their lowest sustained downtime record (10%) by utilizing a strong preventative maintenance program, the ability to contract work out to private vendors and by sending mechanics to high activity locations. On a daily basis, mechanics are dispatched to satellite shop locations to complete small repairs such a slights, belts and hoses and repair the trucks so they don't have to be removed from service and brought into a repair facility. At some critical locations like the asphalt plant and the new central depot, there are small groups of mechanics assigned to keep the vehicles on line. Fleet Services has begun to monitor response time for road calls and indicates that average response time is 36 minutes.
